CHALLENGE: Strengthening and expanding the network of ‘Third Places’ in France and the rest of Europe

MY CONTRIBUTION: Proposing policy guidelines to support ‘Third Places’ and aligning local and European objectives

Since 2020, the French Government has prioritized the development of Third Places, allocating €179.1 million through the national COVID recovery plan. Sociologist Ray Oldenburg defines third places as informal public spaces that foster community engagement and belonging. Recognizing their potential to enhance social cohesion and local development, the National Agency for Territorial Cohesion with the French Ministry of Territorial Cohesion aimed to improve citizens’ quality of life by addressing their needs within local territories (les territoires de proximité).

The ministry faced significant challenges, including building and strengthening nationwide networks of Third Places, and supporting the dissemination of activities in the public interest across all regions. Achieving these goals required a comprehensive understanding of existing third-place initiatives and the integration of insights from other European countries.

I was a member of an international expert group which helped align local initiatives with broader European policies, highlighting the essential role of third places in fostering social and economic cohesion. Over two years we exchanged insights and identified best practices across Europe. Our work culminated in an international conference where findings were shared with policymakers and the public. My contributions included showcasing the transformative role of third places in regional development and recommending policy guidelines to support their growth.
